USING FINDING ENUMERATION DISTRICTS - LARGE CITIES by streets. RURAL AREAS are different. Volunteers included rural areas with a population of 5000 or more. If the town are area was smaller, you will look for the city first and then search for the ED definitions to see which ones mention that small town . ONE STEP volunteers transcribed from Microfilm. He's saying that unlike the 1940 census, the National Archives has been less willing to give over information. He believes the definitions of ED through ONE STEP will be more "robust" than those from National Archives. Also he says they got good cooperation from FamilySearch.
